I've been on enough boats and ships to have seen it go on first hand. It is a disgusting practice imo, but when you're at sea on a 100' boat for weeks at a time there isn't room to store garbage. I know there are laws prohibiting throwing garbage or cleaning out bilges into the sea, but those laws are violated all the time.

I know that some captains deliberately beach their vessels (at least captains in Alaska) if they are in peril. My Dad had to beach boats occasionally to avoid breaking up in storms.
