I don't think it's as black and white as you suggest, it's not all or none... clearly, one can listen to the opinions of others and take into account all the possibilities presented prior to making an executive and intelligent decision... that's what a leader does, he doesn't bully his opinion without consulting his executive team or his cabinet... certainly he could disagree, but only a damn fool would refuse to listen to his advisors before making any serious decision...
