Not to me.

"Itching to quit" does not equal "lazy" in any English dictionary that I am familiar with.

(Perhaps "itching to quit" is simply a sensible and practical reaction to A) low poll positions B) low campaign cash C) and a strong desire to get busy doing something else that he'd prefer to be doing.)

That wouldn't necessarily mean "lazy" in my book.
