Why not rethink the locations of our communities away from coastlines?

How would you achieve these changes?

Presumably the flood defenses would largely (but probably not completely) be built with government money, but what about the other things? I would also end subsidies and other forms of government encouragement for building in areas subject to flooding.

Any thoughts about or responses to the issues I raised other than "What should we do about to prevent, counter act, and/or adjust to the warmer temperatures?"?
