Yes at most times that is how that business works,these times are different! However like 1991 it is the distressed owners not the properties that are in trouble.
Today if you buy for your price you can say the house needs painting i`ll knock off 7 grand. New ac another 6 grand off,etc
and move it without doing the work.
This is what an honest and intelligent and energetic person does at these times.
