They are imposing it as far as I can tell: Since each new standard or version of a standard requires compliance to the policies, it looks to me that firms implicitly must comply. And the standards groups send out fresh copies of agreements and policies for corporations to sign off on. If they are not in agreement than they have the choice not to participate in the ongoing developments.

The rulings are coming down pretty hard on Q.. except for finding lawyers and management criminally liable the judges are throwing the book at them for blatant misconduct. Everyone I talk to has been flabbergasted by the court documents and rulings. I fully expected Qualcomm to push hard in their legal battles and standards efforts but not to the extent that it looks like keystone cops falling off the beer truck.
