The decline of anti-trust enforcement.

The seed companies are the deciders when it comes to what varieties a farmer can grow. The machinery is sized for exactly the size and shape of kernel in their varieties, but a farmer cannot save any of last season's harvest as seed without being in violation of intellectual property laws. There is law enforcement, but it is all on the side of the seed companies.
