Bush is not a non-issue. If he were a non-issue the candidates would be discussing him and his policies but they are talking about him.

Why are New Hampshire voters voting two to one in the Democratic Primary vs the Republican Primary? Bush and his policies have turned NH into a Democratic state - first Dem state legislature in over 100 years.
