I think short haul rail (corridors like NYC, Boston, NYC to DC) should be encouraged by giving Amtrak the subsidies to operate such routes. Also I think it is mindless to have too many luxury trains and avoid adding too many barriers like ultra long security checkpoints etc which make fares expensive.

Well built commuter lines would work very well between San Diego, LA, Phoenix and Vegas (for example). At much lower fuel expenditure than what's currently being used, err wasted. Not to mention rail freight versus interstate trucking, don't even get me started on that.
