The hardest thing about most system installations is the transition. Even if the change is a big improvement, you have to deal with the transition. In some proposals for changing tax systems, the flat tax comes to mind, the transition can be handled by giving people a choice to change or to stick with the old one until they're out of the picture. I can't come up with a reasonable way to handle this particular transition.
