Its hard to say because the difference between Bill Clinton and Dumbya was simply the people they hired. Dumbya is your typical extremely poor quality manager, hiring only yes men and unwilling to accept things he doesn't want to hear, throwing tantrums etc. Clinton otoh hired the best people he could find. Obama could wind up more like Clinton, and there is no way he can be as bad as Dumbya. Dumbya was a half wit from the beginning and everybody knew it, he had had ZERO successes in life, but the amt of damage he was able to do was surprising.
