perhaps move to a different country and live off their retirement savings + compensation without paying a lot of US sales tax.

Well, that might help with the rising costs of health care, to get us back on topic. If the old people went elsewhere, the costs of their healthcare be credited elsewhere, along with their death rates. We could improve our standing vis a vis Canada instantly. <ggg>
