Looking at that link, and others found through google, its not clear that they do have an agenda to expand government provision of health care or payment for health care. There are some indications of support for that idea from them, but no solid indication that its one of their main ideas. Their main thrusts seem to be improving local provision of health systems through providing education to local providers, and providing disaster relief.

Neither of those main areas of concern seem to apply a very political agenda. OTOH this study doesn't seem to be strongly connected to those areas of concern.

I haven't found enough to outright say they don't have some agenda for more socialized health care insurance, but I haven't found any evidence that strongly supports the contention that they do have such an agenda.

Edit - I can't seem to find any mention of the study on Project Hope's website.

Edit - On the Health Affairs web site I do see some support for more socialized health care payment system in the US
