The thermostats don't have to be read. Just shut of the power to the A/C and water heaters on a rotating basis when power consumption approaches peak, all on a voluntary basis.

Load sheding has been used for about 20 years ago, it doesn't save much energy. It is only used to reduce the peak during summer, for maybe an hour or two, by rotating the units that are off impact can be limited. Monitoring the temperature in your house and resetting the thermostat to an approved setting is another thing.
