Actually... he must have decided to finesse our initial 'threat', wait it out... pretend to be cooperative, give a lot of mealy-mouthed assurances and glib assurances... then wait for the initial steeliness of our 9-11 resolve and anger to fade, to be diverted in other directions (Iraq anyone?) and dissipated by time. He --- (with Pakistan and Saudi Arabia being, after the Pak-created puppet Taliban regime in Afghanistan, the two nations most directly associated with the attacks and Sunni radicalism in general...) successfully suckered Bush into impotent and counter-productive actions.
