No one has proposed a single-payer policy.

I agree with you that that's a strawman. I asked a question about it the other day and basically heard back that socialized medicine is for sure their goal but it's not politic yet to propose it. That may be so, or it may not. No way of knowing. But the strawman is very real to suspicious partisans.
