I still don't get your calling it a birthright.

Is Medicaid a birthright? It's the same thing, a healthcare entitlement to all those eligible. In the case of the catastrophic insurance at birth, it's also a healthcare entitlement to all those eligible. The only difference is that, for the latter, everyone is eligible, not just the poor.

Every state in the country requires drivers to buy liability car insurance. This is a mandate.

This is what I would argue makes sense in this country regarding catastrophic coverage. Everyone is in the pool. Children are enrolled at birth by their parents.

It's not a 'birthright'. And it's not free. Premiums are paid the same way they are now......by employers and by individuals. The poor would have assistance in paying the premium, if necessary, with funds coming from existing programs, such as Schip and/or Medicaid, or some new subsidy.
