Off the top of my head, it seems to me that a typical insurance card is all that would be necessary. Just like one issued by Aetna or Blue Cross. Something with your name and a number.

Picture IDs become problematic if children are put into the pool at birth.

Folks are already easily trackable in this country thru SS numbers, driver's licenses, tax returns, and employment records.....all of which can be cross-matched by computers if a Fed agency wants to do so.

Children already become known to the govt. thru birth records, and many children receive SS numbers at a young age.

But there are indeed some group of people that would probably cry 'universal ID card', I suppose.
