As I sat there re-reading the Constitution it occurred to me that you may be correct that creating a new birthright may not be Unconstitutional. OTOH passing the muster of Constitutionality does not make it a good idea. I remain against the idea of enrolling all newborns into some governmental health coverage program. If it is funded by government then it is that much more objectionable. If it is administered by government then it certainly could be a convenient mechanism for infringing on our freedoms and spying on the citizens.
