I'd sure like to think that "HE" was executing a beneficial plan.

But if he in fact had a plan, for anything, the empirical data suggests strongly that whatever it is, and whatever it may have pertained to, is in error.

Actually, if I had a smidgen of hope that he could actually spell the word, "plan", I might be more inclined to share some of your mystical optimism.
