People are handing out condoms, not that they're expensive or hard to get, yet its not preventing STD's or pregnancies. Abstention till marriage will absolutely prevent STD's and unwanted pregnacies. The reality is that people will have sex regardless of what the "righteous" attempt to teach. Sure they will eventually. The problem with that attitude is that no attempt gets made at all to delay it till the kids are old enough to shoulder the responsibility.
