There are models that suggest otherwise. I have lived in various types of neighborhoods... rural Small town, city affluent, down town ghettos for example. I can intelligently look at the school systems and note some differences.

Teachers love to get jobs in districts where the kids walk in ready, willing, and able to learn. With confidence in their abilities, interest in the content, curiosity about general subjects, and a desire to achieve. Some communities foster this and it isn't based on the tax revenue. It is based on community values, the encouragement from significant adult role models, a feeling that you belong in something worthwhile, etc.

Willingness to plan for a decent future and get a good start with solid family life is also valued in some communities more than others. That value system has disingrated in recent decades but I can't agree that nobody would follow such guidance given the proper support and encouragement.

Its not a matter of people not having access to condoms - you know I knew where they could be gotten when I was a teenager - its a matter of lots of teenagers (not to mention preteens nowadays) being too immature.

Of course it would. But, nobody will realistically follow that policy. Get real.


The problem with telling teenagers we know you're gonna have sex and you can't not have sex is it educates them into thinking they s/b having sex all the time and if they're not they're freaks.

Some people do wait till marriage. Most don't. But even the ones who postpone it a few years are better equipped to handle it when they do start having sex.

Are you proposing that we make premarital sex illegal?

Get real. When did we ever do that?
