Lula offered Cuba millions of dollars in food and financial aid in exchange for letting Brazil explore for oil off the Cuban coast.

The Brazilian leader signed the deal in Havana Tuesday with acting Cuban President Raul Castro.

Cuban waters in the Gulf of Mexico are believed to hold large crude oil deposits. Several foreign oil companies have already made exploration deals with Cuba.

In exchange, Brazil will give Cuba credits to buy Brazilian food and medicine and Brazilian help for building roads and hotels.
