HONG KONG (XFN-ASIA) - Morgan Stanley (NYSE:MS) said it has upgraded its market view on Hong Kong to 'in-line' from 'cautious' and expects the Hang Seng index to reach 30,000 points by the end of 2008.

'We downgraded our Hang Seng Index outlook three months ago because the excessive valuations were not supported by the fundamentals, but the HSI has now fallen to slightly below our current fair value,' Morgan Stanley said in a note.

It said the HSI could reach 30,000 by end-2008, up 22 pct from current levels.

The bank added that a US recession should not be a problem if the local economy remains resilient.

'Private consumption should remain strong in HK, given the positive income and wealth effects from a tight labor market and rising property prices, while the Hong Kong economy has a far higher correlation with China, where we expect 10 pct growth this year, than with the US,' it added.

In terms of stocks, Morgan Stanley recommends buying those which are attractively valued and benefit from falling US rates - and from where the US recession will have a limited impact.

'We have been bullish on the Hong Kong developers and banks for 18 months, and after the recent correction, there is some upside to these stocks again,' it said, adding that Macau gaming and property stocks also both appeal, as do retail plays Li & Fung and Esprit.
