True, but entirely beside the point. ANWR is federal land, and federal legislation is required to authorize exploration. When George Bush was first elected, the Republicans were completely on top in DC, but they still couldn't get the job done. Thus my basic point... ANWR will never be opened until some future Democratic president decides to ram it through.
