I'm almost certain that Alaska does not subsidize refined oil products, at least not a direct subsidy at the retail level.

OTOH Venezuela, Saudi Arabia, Iraq, and Iran do. Russia does, China does, Egypt does.

I'm not sure about Kuwait, Mexico, the gulf Emirates or many other countries.

As you point out much of Europe does the opposite, imposing high taxes on gasoline. Japan does as well.
