Apparently there's a system of a kind of medi-gap insurance in France that I didn't know about. So even though France is written up as 'single-payer', it is actually a hybrid. I don't consider the 30% that isn't re-imbursed as 'minimal' although I was glad to see that major surgery is 95% reimbursed.

Q. You say that on average reimbursement is 70%. Can you expand on this?
A. Here is a sample. Note that the Rate of Reimbursemen is expressed as % of the Tarif de Convention.
