How is their not paying income taxes relevant to tiers? You brought it up.

OK. I assumed that those who pay no income tax would be a reasonable proxy for those who would end up getting free coverage. If you can't contribute to the general fund, you would most likely to be on the receiving end of free coverage were coverage made universal and tiered. No? Anyway, it was just a way of identifying that about half the population would need free coverage. If it came to a vote, they would be able to vote themselves more than basic coverage.

In any event, I don't think it has anything to do with FICA taxes.
