Indian tribes are "quasi-sovereign" not sovereign. Indian tribes were permitted, by Congress, to have gambling only in states which permit gambling. The enabling act was the Indian Gaming Regulatory Act of 1988.

There's no similar Indian prostitution or drugs act passed by Congress. Likewise Congress could repeal or amend the Indian gambling act at any time they wish.
