I think the "turtles all the way down" is an answer by an American Indian woman to some questioner - the idea is the earth or at least North America rests on a giant turtles back in some native mythologies. Interesting that this idea would be a way of describing plate tectonics - the turtles more around a little slowly.

"turtles all the way down" also seems to me to be similar to the infinite/multiple universe theory - that the fine-tuning of our universe can be explained (away) by invoking a vast multitude of universes all slightly different with ours being the lucky one that can support life.
