Its next to impossible to have enough government oversight to stop companies from cooking the books before they do it. Catching them later is possible (and will deter most of them from doing it in the first place, at least in a major, and illegal way), but hoping to prevent them before hand through government monitoring is probably a vain hope, and almost certainly would do more harm than good overall.
