The type of oversite necessary to catch crooks is just the same as that necessary to collect taxes.

Only if their idiots, and even then it would be caught after the fact in an audit, not as it was happening.

The people who ran Enron where apparently fools, but they weren't idiots. They where very intelligent and sophisticated foolish people.

That is one of the reasons that the crooked types are so against taxes and the documentation that goes with taxes.

A reason for non-crooked types, to be against it is the enormous cost and effort to comply with tax regulations. Another reason is the perverse incentives the tax code creates.
