There is no minimum on a long position, but it has to be on the allowed exchanges. You won't find many $.002 stocks on the NYSE, NASDAQ, or American Exchange (soon to be absorbed into the NYSE Euronext).

It's not in the header, but you should avoid stocks that don't trade every day, and avoid stocks that have huge spreads between buy and sell prices. The idea is to pick the best investments, not to try to trick the game by buying an illiquid stock that might have a most recent trade at an artificially low price.

Basically, anything that tries to do well by exploiting the rules of the game (rather than picking good stocks) is verboten.

No minimum but max 50% any position.
Shorting picks min 5$ though.
