Not a very large number of countries. As for years, once you fully implement an overall system it has a lot of inertia. Unless its a disaster of immense proportions it tends to continue in the same general form. Oh bull shit. If private elementary education was superior and more efficient it would have evolved somewhere... you are the free market guy, you know that. It did evolve in higher education because it works there. Quit arguing for the sake of arguing.
