it is fiction that the US has a "noose around cuba" -- we blockaded the island for a few weeks > 40 years ago to prevent nuclear weapons from being installed. cuba is perfectly free to trade with any other nation in the world they care to. the real problem, of course, is that they have naught to trade, as the communist dictator castro quickly destroyed her previously thriving economy, reducing it's citizens to the grinding poverty they endure to this day. it's easy for you, sitting far away in relative comfort - wealthy enough even to dabble in stocks - to speak of the fine health care and education the regime offers -- yet, the cubans themselves continue lashing a few logs and inner tubes together and pushing off in the dead of night into the sea -- whom shall i believe; you or them? the streets here in the us are not paved with gold, but you will find no group more ardently pro-american than the cubans who've escaped the "island paradise." no one goes back -- except the child of a drowned mother whom our misguided government snatched and sent back. wrt my estimate of cuban deaths you might take it up with these scholars: "On top of the 2 million who made it with only the clothes on their back, the Cuban Archives project, meticulously compiled and documented by scholars Maria Werlau and Dr Armando Lago, estimate that close to 80,000 Cubans have died of thirst and exposure, have drown, or have been ripped apart by sharks attempting to flee" finally, as to the level of health care the cuban can look forwards to, do a youtube search on cuba, hospitals; here's one for example... youtube.com
