Well, let's parse that a bit. He certainly leads in the sense that the office gives him the ability to pursue some measures. But he has to earn the consensual leadership role that was the original point of these exchanges. Reagan did that; Bush has not; nor did Nixon.

Frankly, I can't think of any presidents after FDR besides those two one could say that about. Bush the father and Carter were not particularly strong presidents but they were much less partisan than Bush the son and the tricky one.
