9/11 certainly gave Bush the opportunity to be a leader in the sense we are now both discussing. But he simply blew it. In two instances. He used 9/11 as a partisan campaign measure in 02, 04, and 06. And he simply massively misled the country by invading Iraq under the pretense it was (a) somehow related to 9/11 and (b) Hussein had wmd.

That dog won't hunt as they say in east Texas.
