Apparently, these people have avoided a conflict by not doing anything to alleviate the problem.

How would you go about explaining to the couple their way of living is not acceptable to anyone?

Living alone makes this an easy decision. I pick up after myself, cleaning as I go. Dusting is probably the thing I dislike the most, so I put it off until it becomes a real job. By then, I'm really disgusted with myself and swear never to let it get bad again.... but it does.
