The most common theory is that Cheney, who reads all the intelligence reports, knew a hijacking was likely but took steps to supress any alert since he wanted a hijacking as part of his "New Pearl Harbor" strategy to attack Iraq and Iran.

The other half of the theory is that Bush Jr. is a clueless idiot and was easily convinced that in Aug 2001 stem-cells were the most important issue facing the world. The second part of the theory has been proven, the first part is looking likely.
