Clinton not only got lucky - He had the political courage to press for a tax increase - an increase which passed with only votes from Democrats. A tax increase voted against by all Republicans. As a result, he had the only balanced budgets since the Nixon Administration.

The Bush tax cuts would not have been possible without the Clinton tax increases. Without the Clinton tax increases, the Clinton budget surpluses would not have occurred. Those surpluses made the Bush tax cuts possible.
