They should call Nokia, they have a subsidy issue in Bochum, Germany where they plan to close down a plant without having fulfilled their employment obligations. They might just want to contribute that as well.

The write-off therory sounds possible. No company has made profit in NOR since 2004, so it's a mystery why they bother with floating gate anymore.
The fab shell in Italy is 300mm by the way.
