There is a difference between spending wisely and spending foolishly. Bush spent and spends foolishly, in general, except for the terrific drug program you hate so much. Ditto for Reagan. Spending on infrastructure and productivity works and spending on needless wars and corporate welfare (such as giving the corporations a tax break in repatriating money they make in their plants overseas or subsidizing the oil industry during a period of its greatest profit burst in history) does not. Conservatives just don't get the difference.
