tod..still in deep...trying to burrow out from under.

The mm's can do basically whatever the hell they want to do ref OTC BB and pink....they don't have to buy or sell, show bids or offers....they can manipulate prices all day long....this is the most glaring and obvious abuse of power on the street and the SEC seems to care nothing about it. If you want action write them and scream diplomatically.

"Instead it appears someone was "allowed" to buy a large position in the 375 area..Conversely today..on only 1200 shares you see the action.. The MMs do whatever they want to down here.. or so it appears.."

No one was "allowed" to do anything. It's very simple - there was a seller of some size around $3.75. All the MMs were doing was reflecting the orders they received.

They only "do what they want" in the absence of actual orders. Since they generally neither stockpile inventory (that's the "the MMs are loading up!" myth) nor accumulate large short positions in legitimate companies like PHPG (note that this bashfulness doesn't apply to obvious frauds), when there are no outstanding buy or sell orders to match a new order against, the new order may cause the price to move a lot more than you'd expect -- especially if the new order wasn't placed with a tight limit.
