I would implement an immediate across the board 20% headcount reduction in expatriate employees, and give those that remained a 20% reduction in pay. Dude, you'd never get elected. I don't work for a US company, so I'm a net importer of capital into the US economy (every dollar I send back home), and I cost the US virtually nothing since I don't use the schools/roads/garbage/health systems (I do need a new passport once a decade), and I pay US taxes. You would reduce me as a revenue stream to the US (just to get me:-) )? Bad policy....
