I think that's the key. When they reach the "eligibility re- check period" they have to provide a certain number of pay stubs. So during that period, they sharply reduce their "hours worked" in order to get the reported income level down. Then as soon as they are approved again, they return to a more aggressive work schedule. The amount of pay lost is minimal and the benefit gained is large. In addition, since most are part time workers, some have second jobs that pay cash which they can concentrate more time to during that period.
