I think your idea that Sovereign Wealth Funds should lend money to the U.S. so the U.S. can lend money to Brazil is overly complex.

May I suggest removing the middle-man.

A consortium of Sovereign Wealth Funds could simply purchase Brazil and operate it under new management.

To avoid confusion and instill new confidence in "the nation of the future" they could rename Brazil.

Something like "Escravização do Brasil, Ltda." might be nice. It projects a smooth, clean-cut image of efficiency.
