Not saying that, but it seems obvious that they don't want the
concessions undeveloped, even though many are held by locals.
And if the locals are not willing or able to make use of them then
they want them available for re-licensing.

Clearly that can only happen if the jrs that are able to advance
these props get a deal that benefits all concerned.

So when the smoke clears, I expect to see that.
