It would be a good start. Especially at the local level.


Yeah, and I don't know exactly how the system works, but there could also be some regulations such that no employee can work more than X years for the same government organization. Government work should be a way for some to make some money while they figure out what they really want to do. Perhaps a few senior folks could be lifers to maintain some unity and consistancy, but it would be good if something like 20% of the government jobs become available every year, and the person finishing their X years in government work would have to go out and find a real job (utilizing the valuable skills they had learned - ha! good luck).
