During the Reagan years? I beleive the Senate was repub for part of his term....not the House.

Even I recommended that post. Most of the budget isn't discretionary spending at all, but rather completely controlled by prior laws passed by long dead Presidents and Congresses.

The term entitlements was created to bloat the budget. Sometimes it is necessary to cut expenses and no item should be considered sacred. The key to budget cuts is to look at everything and work through options on everything.
