Was NOT a formal, constitutional, Declaration of War.

Congress has given up powers many times, the executive branch has entire agencies created by Congress giving up its powers to the Executive branch. The SCOTUS has ruled time and time again that Congress can do this including giving up its war powers. So it really doesn't matter if it was not a formal Declaration of War, not calling it such is really a political ploy to deny that they are for the war if it becomes unpopular.

Now you may not like this, I'm not sure I do, but being in denial is not good, better to reconize this and convince others that something should be done to correct this.
